So, from what I understand, if you are on a cheap web hosting package, then you cannot get the security certificate? I guess that makes sense, since it is shared web hosting, but what it you are on a really tight budget?

Great Article but I would like to add to point 5. - Cost. If you are looking to host and online site you will need a SSL certificate (that's the padlock) to secure data when your clients are paying you. With cheaper hosting plans you are often on a shared server which means you will need to upgrade or change hosts.
